There are many boards and commissions serving an array of city functions. They are outlined by the Royse City Code of Ordinances and in some cases the City Charter. Below are short descriptions of each current board and commission. If you are interested in serving on any of these, please fill out an application and return it to the City Secretary.

Animal Shelter Advisory Committee

The Animal Shelter Advisory Committee is a seven member committee with the duties of advising the City Manager as to the City’s current compliance with Chapter 823 of the Texas Health and Safety Code and recommend to the City Manager as to the improvements that could be made to maintain compliance with Chapter 823 of the Texas Health and Safety Code. Membership must meet several criteria.

The Committee meets quarterly and/or on an as-needed basis. Posted agendas explain exact date, time and location.

Community Development Corporation Board of Directors

The Community Development Corporation (CDC) is a seven member board whose responsibility is to promote economic development in Royse City. See more about the Community Development Corporation by clicking HERE.

The Board meets the fourth Tuesday of each month at 7 a.m. at City Hall (305 N. Arch Street), Conference Room A.

Heritage Preservation Committee

The Heritage Preservation Committee is a seven member board responsible for, among other items, making recommendations to preserve city landmarks, reviewing and approving Certificate of Appropriateness applications as they apply to the Heritage Preservation Overlay District, and increasing public awareness of the value of historic and architectural preservation.

The Committee meets on an as-needed basis at City Hall (305 N. Arch Street). Posted agendas describe exact date and time.

Impact Fee Advisory Committee

The capital improvements advisory committee on impact fees (Impact Fee Advisory Committee) is an eight member committee designated by the City Council in accordance with Local Government Code, Chapter 395. The committee advises and assists the City in adopting land use assumptions, reviewing Capital Improvements Plan, and advises the City of the need to update the land use assumptions, Capital Improvements Plan and impact fees.

The committee meets bi-annually and on an as-needed basis. The members consist of current Planning and Zoning Commissioners and one at-large. Posted agendas describe time, date and location.

Library Advisory Board

The Library Advisory Board is a seven member board acting as a liaison between the community and City Council to promote the library’s services and programs.

The Board meets quarterly on the first Tuesday of the month at 6 p.m. at the CF Goodwin Library (309 N. Arch Street).

Main Street Advisory Board

The Main Street Advisory Board is a nine member board that advises City Council and staff on policy matters and activities pertaining to downtown revitalization; engages in public outreach and education regarding downtown revitalization and encourages connections with other organizations working for the benefit of historic preservation and economic revitalization.

The Main Street Advisory Board meets the second Tuesday of each month at Noon at City Hall (305 N. Arch Street), unless posted differently on agenda.

Museum Advisory Board

The Museum Advisory Board is a seven member board that provides advice to the director and city manager, as requested, in matters relating to the museum and assists in the promotion of the museum and related programs.

 

Parks, Recreation and Arts Board

The Parks, Recreation and Arts Board is a seven member board and additionally includes a City Council Liaison and Royse City Independent School District Ex-Officio member. The Board provides advice and counsel to staff and city manager, as requested, in matters relating to the Parks and Recreation Department; assists in informing citizens of functions and events of the Parks and Recreation Department; studies and encourages the development of parks and recreation areas; and advise and recommend the development.

The Board meets the first Monday of each month at Noon at City Hall (305 N. Arch Street), unless otherwise indicated on posted agenda.

Planning and Zoning Commission

The Planning and Zoning Commission (P&Z) is a seven member board. The duties of the Commission include reviewing and recommending plans, plats, replats, specific use permits and reviewing and recommending proposed changes in the Zoning Ordinance. Commissioners must reside in the corporate limits of Royse City.

The Commission regularly meets the third Thursday of each month at 7 p.m. at the Police and Courts Building. Special meetings may be called.

Zoning Board of Adjustment

The Zoning Board of Adjustment (ZBA) is a five member board and includes four alternate board positions. The ZBA’s duties and responsibilities include hearing and deciding variances, special exceptions, and administrative appeals to the terms of the Zoning Ordinance. All board members must live inside Royse City corporate limits.

The ZBA meets on an as-needed basis. Posted agenda outline the specific date, time and location.
