Jerrell has lived in Royse City for 65 years. He was elected Mayor in 2009 and has been unopposed since. He is serving his third consecutive term as Mayor. Jerrell is no stranger to Royse City government as this is his third time serving consecutive terms on City Council. In previous years, he served as a Council member and Mayor. Jerrell has been involved with the Royse City Chamber of Commerce for approximately 40 years, serving in every position over the years. He was a member of the Royse City Volunteer Fire Department for 20 years, has been a member of the Royse City Museum Board since its formation, and is a member of Rotary International, Royse City Chapter. Jerrell is a retired firefighter, serving 33 1/2 years to the Dallas Fire Department. Prior, he served in the US Army. He married his wife, Ouida, in 1969 and joined to First United Methodist Church of Royse City the same year. He has been member of the Church since and has served on and been involved with numerous committees.
Mayor Pro Tem
Janet is a life-long resident or Royse City. She is serving her third consecutive term on City Council. She also served on City Council from 1995 until 2004. Six of those years, were spent as Mayor Pro Tem. She currently serves on the Main Street Board, Parks & Recreation Board, Emergency Services Corporation Board and Rockwall County Transportation Consortium. Janet is the owner and operator of Giggles & Grins Daycare. In 2011, she was named the Chamber’s Citizen of the Year. She and her husband, Eddie, have three children and seven grandchildren. She is a member of the First Baptist Church of Royse City.
Council Place 2
Clay has lived in Royse City since 2003. He is serving his third term on City Council, being first elected in 2008. He owns Bob Ellis Insurance Services in downtown Royse City. Clay also serves on the Community Development Corporation Board and Heritage Preservation Board. He is member of the Royse City Early Bird Rotary Club, Chamber of Commerce, and First Baptist Church of Royse City.
Council Place 5
James has resided in Royse City for 12 years. He was elected to City Council in 2009 and is serving his third consecutive term. He previously served as a Planning & Zoning Commissioner for seven years. He was Chairman for four of those years. James also has served on the Parks and Recreation Board. He is a member of the Royse City Chamber of Commerce and is the General Manager for the North Texas and Oklahoma Markets for Diligent Delivery Systems. He feels honored and privileged to serve the citizens of Royse City and values all comments and suggestions made by those he serves.
Thomas (Tom) Crowley
Council Place 6
Tom has been a resident of Royse City for seven years. He was first elected to City Council in 2010 and is serving his second consecutive term. Previously, Tom served as a member of the Royse City Zoning Board of Adjustments and served on the same board of another community. He has been a member of the Royse City ISD Strategic Planning Committee and has served on the Board of Directors of the Chamber of Commerce and chaired a Military Affairs Committee for a Chamber of Commerce. Tom has performed as an arbitrator for the Better Business Bureau, is a former member of an Appraisal Review Board, past-president of a Home Owners Association, and has been a member of Rotary International, Royse City Chapter. He has been a committee member of six local real estate association committees, chaired four of those committees and additionally, served on three statewide real estate committees. Tom is in his twentieth year of real estate sales – currently, with Century 21 Upchurch Real Estate in Royse City. In addition to his real estate career, Tom was a Law Firm Manager for 11 years and is a veteran of a 22-year Air Force career in which he spent 18 years in Intelligence and Reconnaissance work and over three years in Public Relations and Advertising for the Air Force.
