Janet is a life-long resident or Royse City. She is serving her fourth consecutive term on City Council, serving as a Council member and Mayor Pro-Tem prior to her current term. She also served on City Council from 1995 until 2004. She currently serves on the Main Street Board, Parks & Recreation Board, Emergency Services Corporation Board and Rockwall County Transportation Consortium. Janet is the owner and operator of Giggles & Grins Daycare. In 2011, she was named the Chamber’s Citizen of the Year. She and her husband, Eddie, have three children and seven grandchildren. She is a member of the First Baptist Church of Royse City.
Council Place 2, Mayor Pro-Tem
Clay has lived in Royse City since 2003. He is serving his fourth term on City Council, being first elected in 2008. He owns Bob Ellis Insurance Services in downtown Royse City. Clay also serves on the Community Development Corporation Board and Heritage Preservation Board. He is member of the Royse City Early Bird Rotary Club, Chamber of Commerce, and First Baptist Church of Royse City.
Council Place 1
Bruce has served on the Royse City City Council since May of 2015. He has been a resident of Royse City for 14 years. Bruce retired from the Royse City ISD after 37 years as a teacher/coach, finishing with ten years in Royse City. He and his wife, Cindy, are members of the First Baptist Church in Royse City. They have three adult children and five grandchildren.
Council Place 4
Matt has lived in Royse City for approximately 11 years. He grew up in Mineola, Texas and is a graduate of Baylor University. He was appointed by City Council to fill an unexpired term of Council Place 3 in October 2011 and was then, elected in May 2012. Matt previously served as a member to the Royse City Zoning Board of Adjustments. He is currently employed as a teacher with the Royse City Independent School District and is working on his Masters in School Counseling. He is a member of the Royse City Fellowship of First Baptist; a Rotarian; and is involved with Destination Imagination and youth baseball. Matt is married to Holly, an Assistant Principal at Ruth Cherry Intermediate School and Disney Travel Agent. They have two boys: Cutter and Keller. They love to travel and take in new experiences.
Council Place 5
James has resided in Royse City for 12 years. He was elected to City Council in 2009 and is serving his fourth consecutive term. He previously served as a Planning & Zoning Commissioner for seven years. He was Chairman for four of those years. James also has served on the Parks and Recreation Board. He is a member of the Royse City Chamber of Commerce and is the General Manager for the North Texas and Oklahoma Markets for Diligent Delivery Systems. He feels honored and privileged to serve the citizens of Royse City and values all comments and suggestions made by those he serves.
Thomas (Tom) Crowley
Council Place 6
Tom has been a resident of Royse City for eleven years. He was first elected to the City Council in 2010 and is serving in his fourth consecutive term on the City Council. Previously, Tom served as a member of the Royse City Zoning Board of Adjustment and served in that same capacity in his former community. He has been a member of the Royse City ISD Strategic Planning Committee and served on the Board of Directors of the Royse City Chamber of Commerce and chairing the Military Affairs Committee for San Angelo’s Chamber of Commerce. Tom has performed as an arbitrator for the Better Business Bureau, is a former member of Rockwall Central Appraisal District’s Appraisal Review Board, a past-president of his Home Owners Association and has been a member of Rotary International. He was a member of six local real estate association committees, chairing four of those committees and additionally, served on three statewide real estate committees. Tom is in his twenty-second year of his real estate career – and is with Century 21 Upchurch Real Estate in Royse City. In addition to his real estate career, Tom was a Law Firm Manager for 11 years and a retired veteran of a 21-year Air Force career in which he spent 18 years in Intelligence gathering and analysis and Airborne Reconnaissance fields plus another three years in Public Relations and Advertising for the Air Force. Tom and wife, Lisa, have been married for 50+ years. They have two children and six grandchildren and are parishioners of Our Lady of the Lake Catholic Church in Rockwall.
