Overlay Districts

General Information 

The City of Royse City reserves the right to regulate specific building materials, structure articulation and landscape requirements for isolated zones within the city that have cultural significance - known as Overlay Districts. The City of Royse City has two Overlay Districts. 

I-30 Overlay District

Regulated by the Planning & Zoning Commission and City Council, the I-30 Overlay District targets the immediate area adjacent to the interstate. Focused on promoting quality exterior materials, increased landscaping, and overall aesthetics, this district is designed to accommodate the highly visible and well traveled commercial areas. 

Every project located within this district is required to undergo an I-30 Overlay Overlay Matrix Compliance Review. It will need approval from both the Planning and Zoning Commission and City Council. No site will be issued a building permit until the item has received full approval. 

Parameters vary from higher masonry percentages, increased building articulation, a prominent building facade and heightened landscaping. Applicants can find the matrix HERE, outlining all the components above and beyond.

Heritage District

Regulated by the Heritage Preservation Board, the Heritage Overlay District targets the land encompassed within the designated Heritage District. Focused on safeguarding the historical character of the neighborhood by prioritizing the building style, colors and any exterior characteristics of the early twentieth century. 

Any and all exterior modifications and additions to structures in the Heritage District is subject to the Heritage District Guidelines and obtain a Certificate of Appropriateness. The COA will be taken to the Heritage Preservation Board for consideration. No site will be issued applicable permits until the proposal has received official approval from the Heritage Preservation Board.
